Designates the North City Project, phase one of the Pure Water San Diego Program, as an "existing facility" for purposes of potable reuse water bonus incentive calculations, allowing up to 15% bonus adjustment to urban water use objectives.

Modifies delta levee maintenance program advance payment requirements to align with Department of Water Resources reimbursement criteria ($2,500 per mile for urban areas, $1,000 per mile for rural areas) instead of the previous $1,000 per mile standard.

Takes effect immediately as a budget-related appropriation bill with an effective date of September 17, 2018.
