Amends Welfare and Institutions Code sections governing child welfare services, including kinship guardianship assistance (Kin-GAP), foster care payments, and adoption assistance programs.

Makes technical and nonsubstantive changes to provisions regarding placements of children and nonminor dependents in resource families, relative homes, group homes, and supervised independent living arrangements.

Establishes emergency caregiver payment program providing resource family basic level rates to caregivers pending resource family approval, with funding through Emergency Assistance Program and time limits of 90-180 days depending on fiscal year.

Appropriates $10,000 from the Federal Trust Fund to the State Department of Social Services for administrative activities related to Indian tribe child welfare agreements.

Takes effect immediately as a budget-related bill.
