Authorizes the Department of Housing and Community Development to charge ongoing monitoring fees for loans issued directly under the Housing for a Healthy California Program and deposits all loan repayments into the Housing Rehabilitation Loan Fund for the Multifamily Housing Program.

Requires employers to pay employees at prevailing wage rates for up to 10 days of work time lost due to work stoppages caused by unregistered contractors, and permits service of stop orders at the jobsite address if the contractor has no address on file with the Secretary of State or Contractors' State License Board.

Expands prevailing wage notice requirements to include public works contracts awarded without formal bidding processes (such as in emergencies) and establishes due process procedures for citations and penalties issued to awarding bodies that fail to provide required notices.

Exempts any 2020 United States Census-related contracts entered into by the Government Operations Agency or Office of Planning and Research from specified Public Contract Code provisions.

Extends the repayment deadline for cashflow loans to local mass transit providers from January 1, 2019 to January 1, 2021.
