Clarifies that the California State Auditor is prohibited from disclosing papers, correspondence, records, or information restricted by constitutional provisions, statutes, or rules adopted by the Commission on Judicial Performance, and declares this amendment to be declaratory of existing law.

Reduces the total number of additional judges to be appointed on or after June 1, 2009, from 50 to 48, with 2 judgeships allocated to Riverside County effective July 1, 2018, under the 2018 Budget Act.

Eliminates CAL-FIRE's authority to grant provisional Emergency Medical Responder (EMR) certifications and requires the Emergency Medical Services Authority to obtain Commission on Emergency Medical Services approval for emergency regulations establishing the EMR certification process.

Reappropriates $5,247,484 from the Peace Officers' Training Fund originally appropriated in the 2015 Budget Act and extends the encumbrance and expenditure period to June 30, 2019.

Takes effect immediately as a budget-related bill.
