Amends Section 6253.2 of the Government Code to require disclosure of personal email addresses (in addition to names, addresses, home and cellular telephone numbers) of in-home supportive services workers to exclusive bargaining agents and labor organizations seeking representation rights.

Adds Section 14678.7 authorizing the Department of General Services to enter into leases with the Capitol Area Development Authority (CADA) for development of a parking structure with approximately 800 spaces and retail space on the R Street property in Sacramento, with total state costs not to exceed $30 million.

Permits CADA to finance the R Street parking structure project through the California Infrastructure and Economic Development Bank with repayment terms not exceeding 30 years; upon full repayment, title to the structure vests in the state.

Allows the Department of General Services to charge state employees and the general public for use of the parking structure, with revenues deposited into the Motor Vehicle Parking Facilities Money Account to cover lease payments until financing is repaid, then for facility operations and maintenance.

Takes effect immediately as a budget-related bill; includes legislative findings regarding public records access and specifies no state reimbursement is required for local compliance costs.
