Authorizes employers to deposit disability indemnity payments into prepaid card accounts with written employee consent until January 1, 2023.

Prepaid card accounts must allow employees to withdraw full balance without fees, access in-network ATMs, make point-of-sale purchases fee-free, and prohibit credit features.

Restricts permissible prepaid card fees to expedited card replacement, out-of-network ATM fees on third and subsequent withdrawals, and foreign transaction fees.

Requires employers to provide aggregated prepaid card program data to the Commission on Health and Safety and Workers' Compensation upon request.

Mandates the Commission issue a report by December 1, 2022 to the Legislature on prepaid card adoption rates, benefit amounts, and payment method changes.
