Authorizes the state to provide subvention funds to the Santa Clara Valley Water District for the South San Francisco Bay Shoreline Project for flood control along south San Francisco Bay in Santa Clara County.

Subvention funds may be appropriated by the Legislature upon recommendation of the Department of Water Resources and only after the department determines the project meets financial aid requirements under Section 12582.7.

State assumes no liability for damages resulting from the project, whether from authorization of subvention funds or their appropriation by the Legislature.

Santa Clara Valley Water District must enter into an agreement to indemnify and hold the state harmless for any damages from the project, except for damages from activities undertaken or managed by the State Coastal Conservancy.

"Liability for damages" includes damages relating to project construction, operation, or failure to operate as intended.
