Requires the Governor to annually proclaim the Lunar New Year (the second new moon following the winter solstice, or third new moon if an intercalary month intervenes) as an official date.

Designates the Lunar New Year as a day of special significance in California and encourages all public schools and educational institutions to conduct commemorative exercises on that date.

Directs schools to recognize the traditions and cultural significance of the Lunar New Year, the contributions of Asian and Pacific Islander Californians, and local festivities associated with the celebration.

Specifies that schools should integrate Lunar New Year exercises into regular school programs using existing budgeted time for educational activities, without requiring additional funding.
