Prohibits physicians from considering race, gender, or national origin when determining the percentage of permanent disability caused by factors other than the industrial injury.

Requires physicians preparing permanent disability reports to make an apportionment determination showing the approximate percentage of disability caused by the workplace injury versus other factors, including prior injuries.

Allows physicians unable to make an apportionment determination to state specific reasons and consult with or refer the employee to another physician for final determination.

Requires employees claiming industrial injuries to disclose all previous permanent disabilities or physical impairments upon request.

Exempts certain injuries and illnesses covered under specific Labor Code sections related to public safety employees from apportionment requirements.
