Authorizes the Merced County Board of Supervisors to abolish the office of road commissioner by transferring all duties to the county director of the department of public works

The director of public works is not required to hold any special permit, registration, or license to assume these duties

Any civil engineering functions previously performed by the road commissioner must be performed by a registered civil engineer acting under the director's authority

Establishes this as a special statute specific to Merced County, as the Legislature determined a general law could not address the county's particular needs
