Increases hourly rates for vouchered community-based training services from $13.47 to $14.99 per hour and for supported employment services from $34.24 to $36.57 per hour.

Requires regional centers to allow individualized family service planning teams to determine when medical services are not available through private insurance and must be funded by the regional center.

Establishes community resource development plan funding and processes, requiring regional centers to conduct stakeholder outreach and post funding priorities online before submitting requests to the department.

Repeals restrictions on respite service purchases and establishes new reporting requirements for facilities operating delayed egress devices with secured perimeters at community crisis homes and enhanced behavioral supports homes.

Appropriates $5,622,000 from the General Fund to the State Department of Developmental Services for community resource development and requires quarterly legislative updates on crisis services and closure plans through December 31, 2020.
