Prohibits health insurers from issuing, selling, renewing, or offering short-term limited duration health insurance policies in California effective January 1, 2019.

Defines "short-term limited duration health insurance" as health insurance coverage with an expiration date less than 12 months after the original effective date.

Makes conforming amendments to existing health insurance regulations regarding identification cards, mental health services information, maternity coverage, and reproductive health care access.

Excludes short-term limited duration health insurance from the definition of "insurance" under California's group health insurance conversion coverage provisions.
