Requires the Department of Water Resources and State Water Resources Control Board to develop a plan for deploying a statewide network of stream gages upon legislative appropriation.

Plan must identify funding needs and opportunities for modernizing, reactivating existing gages, and deploying new gages across hydrologic regions, including reference sites.

Prioritizes stream gages in locations where data gaps contribute to conflicts in water supply, flood, water quality, and ecosystem management.

Requires consultation with Department of Fish and Wildlife, Department of Conservation, Central Valley Flood Protection Board, stakeholders, and local agencies in developing the plan.

Plan must consider cost-sharing opportunities with local agencies, integration with existing networks, historic data availability, temperature data, cannabis cultivation impacts, and alignment with the Open and Transparent Water Data Act.
