• Renames commercial fishing "landing tax" to "landing fee" and revises the fee rate schedule by adjusting rates for various aquatic species caught by commercial fishermen.

• Delays implementation of continual excavation ticket process from November 1, 2017 to July 1, 2020; limits "area of continual excavation" to agricultural operations and flood control facilities; delays California Underground Facilities Safe Excavation Board's investigation duties until July 1, 2020.

• Creates Natural Resources and Parks Preservation Fund to finance programs restoring, preserving, and protecting California's natural resources; exempts fund guidelines from Administrative Procedure Act requirements.

• Increases Multifamily Affordable Solar Housing Program funding allocation from 10% to 66.67% of available clean energy revenues for fiscal years 2016-2020.

• Establishes dam safety requirements including inundation mapping, emergency action plans, hazard classification, and civil penalties up to $1,000 per day for non-compliance; authorizes Central Valley Flood Protection Board to set fees for services provided.
