Requires all law enforcement agencies and prosecutorial entities to adopt regulations for conducting photo lineups and live lineups with eyewitnesses by January 1, 2020, to ensure reliable and accurate suspect identifications.

Mandates that eyewitnesses provide a description of the perpetrator prior to any identification procedure, as close in time to the incident as possible.

Requires blind or blinded administration of identification procedures, with investigators documenting in writing any reasons when blind administration cannot be used.

Requires eyewitnesses to be informed that the perpetrator may or may not be present in the identification procedure and should not feel compelled to make an identification.

Mandates electronic recording of identification procedures with both audio and visual representations when feasible, or audio recording alone with written explanation when video is not feasible.
