Requires every independent special district in California to maintain an Internet Web site with clearly listed contact information beginning January 1, 2020.

Allows districts to claim exemption from this requirement by adopting a resolution with majority vote if a hardship exists, such as inadequate broadband access, limited financial resources, or insufficient staff; exemption resolutions must be renewed annually.

Specifies that district Internet Web sites must comply with other applicable California law provisions related to public records and open meetings access.

Makes legislative findings that the requirement furthers public access to public records and meetings as required by the California Constitution.

Provides that no state reimbursement is required because costs result from a constitutional mandate, though allows reimbursement if the Commission on State Mandates determines other mandated costs exist.
