CA SB93

Amends the 2017-18 Budget Act by modifying and adding appropriations across multiple state departments and funds, primarily from the Greenhouse Gas Reduction Fund totaling hundreds of millions of dollars.

Allocates $220 million to the Department of Forestry and Fire Protection for healthy forest and fire prevention programs, $99 million to the Department of Food and Agriculture for dairy digester research, and $66 million to the State Energy Resources Conservation and Development Commission for food processor emissions reduction grants.

Provides $40 million to the Department of Resources Recycling and Recovery for waste diversion programs, $35 million to the State Air Resources Board for agricultural equipment emissions reduction, and funds to multiple natural resource agencies for climate adaptation and wetland restoration projects.

Modifies appropriations for the State Air Resources Board, California Conservation Corps, and Department of Forestry and Fire Protection by shifting funding sources from the State Responsibility Area Fire Prevention Fund to the Greenhouse Gas Reduction Fund.

Authorizes the Director of Finance to proportionally reduce Greenhouse Gas Reduction Fund appropriations if cap-and-trade auction revenues are insufficient, and takes effect immediately as a budget bill.
