Establishes the Arts for Every Student Incentive Grant Program administered by the State Department of Education to increase access to visual and performing arts education for pupils in prekindergarten through grade 12.

Prioritizes grants for socioeconomically disadvantaged local educational agencies with limited arts access and those demonstrating commitment to arts education through their local control and accountability plans.

Requires applicants to include plans for increasing participation of all pupils, including those with exceptional needs, and encourages funding for credentialed arts teachers, professional development, community partnerships, and data collection.

Directs the department to award grants based on a scoring system measuring commitment to high-quality arts education and equity, and to consult with higher education institutions, professional arts organizations, community cultural organizations, teachers, parents, and industry leaders.

Implementation is contingent upon appropriation in the annual Budget Act or other statute.
