Creates the California Violence Intervention and Prevention Grant Program (CalVIP) to be administered by the Board of State and Community Corrections, contingent on legislative appropriation of funds.

Requires the board to award competitive grants to cities and community-based organizations for implementing, enhancing, and replicating evidence-based violence intervention and prevention programs in communities disproportionately impacted by violence.

Prioritizes grant awards to applicants serving communities with high rates of homicides and shootings, utilizing evidence-based programs targeting high-risk individuals for violence perpetration or victimization.

Requires grantee cities to distribute at least 50 percent of CalVIP funds to community-based organizations or non-law enforcement public agencies dedicated to violence prevention, and to establish a coordinating council including city officials, law enforcement, educational agencies, and residents.

Mandates grantees to provide a 50 percent cash or in-kind match and report progress toward grant objectives; requires the board to submit annual effectiveness reports to the Legislature by March 1 each year following fund allocation.
