Requires the Superintendent of Public Instruction to identify best practices and recommendations for instruction in digital citizenship, Internet safety, and media literacy by January 1, 2021.

Mandates the Superintendent report to the Legislature on strategies to implement these best practices and recommendations statewide.

Establishes an advisory committee comprised mainly of certificated teacher librarians and classroom teachers with media literacy experience, plus representatives from county superintendents, school boards, digital citizenship experts, and parent organizations.

Directs the advisory committee to recommend revisions to state content standards, model policies, school district processes, instructional resources, and professional development strategies for educators.

Specifies that advisory committee members serve without compensation and all meetings must comply with the Bagley-Keene Open Meeting Act; the reporting requirement expires January 1, 2025.
