Adds Section 21184.7 to the Public Resources Code to allow the Governor to certify qualified community plan updates as eligible for California Environmental Quality Act (CEQA) streamlining benefits under the Jobs and Economic Improvement Through Environmental Leadership Act of 2011.

Requires qualified community plan updates to include two or more transit priority areas and be for jurisdictions with a general plan circulation or mobility element adopted on or after January 1, 2015.

Mandates that qualified community plan updates be consistent with a sustainable communities strategy certified by the State Air Resources Board for greenhouse gas emissions reduction and comply with state ambient air quality standards.

Requires qualified community plan updates to include sufficient housing capacity for regional housing needs, protect environmentally sensitive areas, reduce vehicle miles traveled, and result in no net additional greenhouse gas emissions.

Allows local jurisdictions to apply to the Governor for certification of their community plan updates, which then become subject to expedited judicial review procedures and rules established under CEQA.
