SB 95 Summary

• Increases filing fees for school building construction plan reviews from 0.7% to 1.25% (first $1M) and 0.6% to 1% (amounts over $1M), with authority for Department of General Services to adjust fees to maintain reasonable fund balance.

• Requires criminal background checks and fingerprinting of state employees and contractors with access to federal tax information, with Department of Justice authorized to charge processing fees.

• Transfers fair share fee deduction duties from Department of General Services to Public Employment Relations Board and moves California Commission on Disability Access into Department of General Services effective July 1, 2017.

• Authorizes California State Lottery to make immediate payments to prize winners of $1,000 or less from revolving fund and requires annual budget reporting to Legislature.

• Reduces authorized revenue bonds for youthful offender facilities from $300,000,000 to $294,101,545 and reduces required claims bills to Legislature from twice yearly to once yearly.
