Creates the Citizens Advisory Commission for Oroville Dam within the Natural Resources Agency to provide public input on dam operations, maintenance, and safety.

Commission membership includes the Secretary of Natural Resources (chair), directors of Water Resources, Parks and Recreation, and Office of Emergency Services, California Highway Patrol commander for Butte County, and state legislators representing Oroville.

Requires the commission to include appointed members from Oroville City Council (2), Butte County Board of Supervisors (3), Sutter County Board of Supervisors (2), Yuba County Board of Supervisors (2), and deputy sheriffs from each county (1 each).

Department of Water Resources must provide the commission with onsite dam tours, requested information regarding construction and maintenance, asset management plans, and updates on flood management activities.

Commission shall publish a report every three years detailing maintenance, improvements, communications received, upcoming plans, and flood management projects, but cannot make binding regulations or rules for dam operations.
