Authorizes re-issuance of HOV lane identifiers commencing January 1, 2020, through January 1, 2024, for vehicles that previously received identifiers, provided applicants have household income at or below 80% of state median income.

Identifiers issued under the new provision are valid until January 1, 2024, but persons who obtained identifiers prior to January 1, 2017, are ineligible for re-issuance regardless of income qualification.

Requires Department of Motor Vehicles to report to the Legislature after January 1, 2023, but before June 1, 2023, on the number of identifiers issued under the new income-qualified re-issuance program.

Applies to super ultra-low emission vehicles (SULEVs), enhanced advanced technology partial zero-emission vehicles (enhanced AT PZEVs), and transitional zero-emission vehicles (TZEVs).

All provisions related to HOV lane access for these vehicles expire September 30, 2025.
