State Air Resources Board must adopt regulations by December 31, 2019 to reduce greenhouse gas emissions from replacement tires sold for passenger cars and light-duty trucks, with standards no less strict than European Union Stage II standards for rolling resistance and wet grip index.

Standards shall apply to all replacement tires manufactured 12 months after the effective date, with exemptions for deep-tread winter tires, space-saver tires, motorcycle tires, and tires with nominal rim diameters of 12 inches or less.

State Air Resources Board may establish a fuel-efficient passenger vehicle tire incentive program by December 31, 2019 to promote adoption of premium efficient tires, with implementation by December 31, 2020, considering funding from the Greenhouse Gas Reduction Fund and other sources.

State Air Resources Board shall evaluate benefits of implementing a labeling program for replacement tires sold in the state, considering effectiveness of international labeling programs and federal labeling requirements.

Standards must be cost-effective, maximize consumer savings and greenhouse gas reductions, and be coordinated with the Department of Resources Recycling and Recovery and State Energy Resources Conservation and Development Commission.
