Prohibits University of California and California State University campuses from charging mandatory systemwide tuition or fees to current or former foster youth who meet specified eligibility requirements.

Eligible foster youth must be 25 years old or younger, have been in foster care for at least 12 consecutive months after age 10, and meet one of three conditions: currently under foster care placement, were under placement at age 18, or were adopted or entered guardianship from foster care.

Requires eligible students to complete the Free Application for Federal Student Aid (FAFSA), maintain minimum grade point average, meet financial need requirements for Cal Grant A awards, and be California residents.

Limits tuition and fee waivers to the equivalent of a four-year undergraduate program, with the waiver amount reduced by any state or federal financial aid the student receives.

Provisions apply only to UC and CSU campuses (Community Colleges excluded), and UC participation requires approval by the Regents through appropriate resolution.
