Extends the Umbilical Cord Blood Collection Program operated by the University of California until January 1, 2023, and requires a comprehensive report by January 1, 2022 on units collected, transplanted, and research outcomes, disaggregated by race and ethnicity.

Extends the $18 birth certificate fee (with $2 allocated to the Umbilical Cord Blood Collection Program Fund) until January 1, 2023, and extends related provisions for depositing fees into the Health Statistics Special Fund.

Extends the California Health Benefit Review Program and its Health Care Benefits Fund for 3 years (through 2019-20 fiscal year) to continue analyzing proposed health benefit legislation, with operation ending July 1, 2020 and repeal effective January 1, 2021.

Modifies Mental Health Services Act fund reversion rules to reallocate unspent funds back to counties of origin rather than reverting them to the state, with extended timelines for counties with populations under 200,000 and for approved innovative programs.

Appropriates $100,000 from the Mental Health Services Fund to develop a statewide suicide prevention plan and requires the department to publish annual reports on funds subject to reversion by county and purpose.
