Allows delivery and installation of water treatment devices during the home solicitation contract rescission period, rather than prohibiting installation until the rescission period expires.

Requires sellers to bear all costs of removing installed water treatment devices or materials within 20 days if a buyer rescinds the contract.

Requires sellers to restore buyer property to substantially the same condition as before services were rendered if the seller's services altered the property.

Makes water treatment device contracts subject to federal Truth in Lending Act requirements and existing home improvement contract financing provisions.

Exempts the state from reimbursing local agencies for costs since the bill creates criminal violations rather than imposing other local program mandates.
