Requires appointed state boards and commissions to meet minimum women representation thresholds starting January 1, 2024: 40% minimum for boards with five or more members, and at least one woman for boards with four or fewer members.

Defines "woman" as an individual who self-identifies her gender as a woman, regardless of designated sex at birth.

Mandates the Governor's office to collect and release aggregated demographic data annually from state board and commission applicants, nominees, and appointees regarding ethnicity, race, gender, gender identity, and sexual orientation.

Prohibits release of demographic data that identifies any individual applicant, nominee, or board member, and requires disclosure of the percentage of respondents who declined to provide demographic information.

Includes severability clause ensuring that if any provision is found invalid, remaining provisions remain in effect.
