CA SB987

Modifies Vehicle Code Section 12811 to update check boxes on driver's license and identification card applications for enrolling in the Donate Life California Organ and Tissue Donor Registry, changing language to "Yes, add or keep my name on the donor registry" or "I do not wish to register to be an organ or tissue donor at this time."

Requires the back of driver's license applications, upon the department's next scheduled revision, to include a statement informing applicants who decline registration that they are relying on direction in their Durable Power of Attorney for Healthcare or, if none exists, the decision of their family member or agent as defined in the California Uniform Anatomical Gift Act.

Maintains existing requirements for the Department of Motor Vehicles to collect donor designation information, electronically transmit applicant information to Donate Life California weekly, print "DONOR" designation on licenses of enrolled donors, and allow voluntary $2 contributions for organ donation promotion.

Provides that Section 1.5 of the bill (incorporating amendments from Assembly Bill 1873) becomes operative only if both SB 987 and AB 1873 are enacted before January 1, 2019, with SB 987 enacted after AB 1873.

Maintains existing protections limiting liability of public entities and employees for false or inaccurate information on donation forms, and requires annual reporting to legislative committees on donation funds collected and applicant summary data.
