Expands the definition of "alcoholism or drug abuse recovery or treatment facility" to include facilities providing residential nonmedical services for less than 24 hours per day, subjecting them to licensing and regulatory requirements.

Requires all licensed or certified programs to disclose ownership or financial interest in recovery residences and contractual relationships with entities providing professional or addiction treatment services, with violations subject to license suspension or revocation.

Mandates licensees develop relapse response plans addressing treatment adjustments, supervision, and discharge planning, with the department required to adopt implementing regulations by January 1, 2021.

Prohibits licensees from denying admission based solely on individuals having valid prescriptions for FDA-approved medications for narcotic replacement or medication-assisted treatment of substance use disorders.

Authorizes the department to terminate license applications from entities with previously suspended or revoked licenses for a five-year period from the date of final decision.
