Increases the vote threshold required to recall a state officer from a simple majority to 55 percent of the vote cast in the recall election.

Applies to recall elections for state officers, which must be held between 60 and 80 days after certification of sufficient recall signatures.

Allows recall elections to be consolidated with regularly scheduled elections if held within 180 days of certification and the regularly scheduled election has at least 50 percent of eligible voters.

Requires a two-thirds vote in both houses of the Legislature to pass this constitutional amendment.
