Amends California Constitution Section 8 of Article XVI to include proceeds from the Baseline Schools and Colleges Subaccount (or successor fund) in the minimum state funding obligation for school districts and community college districts.

Augments all three tests used to calculate minimum funding requirements by adding the Baseline Schools and Colleges Subaccount proceeds to General Fund revenues and local tax proceeds.

Includes Baseline Schools and Colleges Subaccount proceeds in the calculation of the maintenance factor, which is the amount owed to school districts and community colleges in later fiscal years when funding falls short.

Updates references to "per capita General Fund revenues" throughout to specify inclusion of the Baseline Schools and Colleges Subaccount proceeds in those calculations.

Requires two-thirds vote in both legislative houses for passage and submission to California voters for approval.
