Proposes constitutional amendment to allow government employers to reduce retirement benefits for work not yet performed by employees, regardless of hire date.

Prohibits reduction of retirement benefits already earned by public employees based on work that has been performed.

Defines "government employer" to include the state, counties, cities, charter entities, school districts, special districts, the University of California, and California State University.

Defines "retirement benefits" to encompass defined benefit pension plans, defined contribution plans, retiree health care plans, and any deferred compensation offered by government employers.

Requires two-thirds vote of both legislative houses and approval by California voters to amend the state constitution.
