Designates the portion of Interstate 5 between Camino Las Ramblas (post mile 6.761) and the Ortega Highway (post mile 9.428) in Orange County as the Long Beach Fire Captain David Rosa Memorial Highway.

Requests the Department of Transportation to determine the cost of appropriate signs displaying this special designation and erect them upon receiving donations from nonstate sources to cover the cost.

Honors Fire Captain David Rosa, a 17-year veteran of the Long Beach Fire Department, who was fatally shot at age 45 while responding to an explosion at a senior living complex on July 5, 2018.

Directs the Secretary of the Senate to transmit copies of the resolution to the Director of Transportation and the resolution's author for distribution.
