Adopts rules regulating the placement and use of recording equipment in California legislative meetings, as required by Proposition 54 (California Legislature Transparency Act) passed by voters in November 2016.

Grants accredited press representatives the opportunity to record on Senate and Assembly Floors according to house rules, and allows all persons to record from public galleries with devices that do not extend beyond the gallery railing.

Permits all persons to record legislative committee meetings from public seating areas, with hand-held or larger equipment as space and safety permit, but prohibits recording on the dais or in witness testimony areas.

Authorizes committee chairpersons to designate specific recording spaces for accredited press representatives when space is limited, and allows them to direct the Sergeant at Arms to stop disruptive recording activity or require removal of individuals who fail to comply.

Requires recording rules to be posted on Senate and Assembly websites and made available in physical form at the offices of the Senate and Assembly Committees on Rules.
