Requests Congress to permanently waive repayment requirements for approximately 6,500 California Army National Guard members who improperly received financial incentives (reenlistment bonuses and student loan repayments) between 2005 and 2010.

Identifies that affected soldiers received these payments in good faith based on incorrect information from recruiters and fulfilled their associated service obligations, including combat deployments to Iraq and Afghanistan.

Urges Congress to extend relief or repayment to soldiers who have already complied with federal recoupment orders despite financial hardship to their families.

Emphasizes that waiving repayment is necessary to protect morale and financial well-being of California National Guard members and their families during their continued service to the state and nation.

Directs the Secretary of the Senate to transmit copies of the resolution to congressional leadership and California's federal representatives.
