Urges Congress and the President to implement grid hardening measures to protect the nation's electrical infrastructure from electromagnetic pulse (EMP) attacks and physical attacks.

References the 2004 congressionally mandated Commission to Assess the Threat to the United States from Electromagnetic Pulse Attack, which found that a low-yield nuclear weapon detonated at high altitude could create an EMP capable of defeating U.S. Armed Forces and threatening society.

Cites historical precedent including the 1989 Hydro-Quebec grid collapse caused by a geomagnetic storm and the April 2013 gunfire attack on a San Jose electrical substation that disabled transformers for nearly four weeks.

Requires the Secretary of the Senate to transmit copies of this resolution to the President, Vice President, Speaker of the House, Senate Majority Leader, and all California representatives and senators in Congress.
