Identifies that the expired data-match agreement has caused millions in annual improper Medicaid payments that should have been covered by TRICARE as primary insurance, shifting costs to states.

Directs the California Legislature to transmit copies of this resolution to the President, Vice President, Congress leadership, and all California federal representatives.
