Urges Congress and the President to support retention of and investment in four Amtrak National Network trains: California Zephyr, Coast Starlight, Southwest Chief, and Sunset Limited.

Calls on Congress to reject President Trump's proposed Fiscal Year 2019 federal budget cuts to Amtrak and restore full funding for the Amtrak National Network.

Emphasizes that approximately 70 Amtrak trains operate daily in California serving nearly 12 million riders, with the state investing roughly $130 million annually in three state-supported intercity routes.

Opposes proposals to break up the Amtrak National Network into separate corridors and require individual states to fund the service.

Directs the Senate Secretary to transmit copies of the resolution to Congress, the President, Vice President, Amtrak leadership, and the Secretary of Transportation.
