Designates September 2018 as Hmong History Month in California to celebrate the history and contributions of the Hmong people in the United States

Recognizes Hmong service in the "Secret Army," a CIA-funded operation that included Special Guerilla Units supporting U.S. forces against the Pathet Lao and North Vietnamese Army in Laos, Cambodia, and Thailand from 1960 to 1975

Acknowledges that over 35,000 Hmong lost their lives during the Vietnam War era, more than 50,000 were wounded, and over 2,500 remain missing in action, plus 30,000 additional deaths from ethnic cleansing beginning in 1975

Honors Hmong refugees who fled to countries including the United States, Argentina, Canada, France, Japan, and New Zealand after the war, recognizing their contributions and positive influence on American society

Urges California citizens to celebrate Hmong accomplishments and recognize the talents and achievements the Hmong people bring to their communities
