Establishes the Alfred E. Alquist Seismic Safety Commission as a separate unit within the Office of Emergency Services, reducing membership from 20 to 15 commissioners with 10 appointed by the Governor, 2 by the Legislature, and 3 representing specified state agencies.

Expands the commission's requirement to obtain regular updates on earthquake preparedness and seismic safety activities from nine state entities including the California Geological Survey, California Earthquake Authority, Public Utilities Commission, and University of California.

Adds costs reasonably related to election administration during the COVID-19 pandemic as reimbursable expenditures under the voting system replacement program funded through the 2018 and 2019 Budget Acts.

Eliminates the requirement for counties to provide matching funds for eligible expenditures made between July 1, 2020, and July 1, 2021, and requires the Secretary of State to reimburse counties directly up to their allocated maximum.

Repeals three chapters of the Government Code (Chapters 12, 12.1, and 14) related to state government structure and takes effect immediately as a budget-related appropriation bill.
