Requires community college districts, California State University, Hastings College of the Law, and University of California to annually review and update written procedures addressing sexual assault on campus.

Written procedures must be updated in collaboration with sexual assault counselors and student, faculty, and staff representatives.

Procedures must include information on college sexual assault policies, notification personnel, legal reporting requirements, victim services, campus and off-campus resources, case management, confidentiality protections, and victim options including criminal prosecution, civil litigation, disciplinary processes, mediation, and academic assistance.

Implementation must occur using existing funds and resources available to each higher education segment.

Establishes that if the Commission on State Mandates determines costs are mandated by the state, reimbursement shall be made through existing statutory procedures under Government Code Section 17500 et seq.
