Require the State Air Resources Board to ensure alternative fuels are treated equally regarding credit generation under the Low-Carbon Fuel Standard regulations.

Establish that the Legislative Analyst's Office must annually report on economic impacts and benefits of greenhouse gas emissions targets until January 1, 2030.

Require the Legislative Analyst's Office to prepare annual analyses of Greenhouse Gas Reduction Fund allocations beginning January 1, 2021, including performance metrics on cost-effective transportation emissions reductions and cobenefits in federal nonattainment areas.

Direct reporting to include transparency on costs using emissions reductions per dollar metrics.

The new reporting requirements for the Greenhouse Gas Reduction Fund analysis are set to expire January 1, 2031 unless extended by subsequent legislation.
