AB 101 Summary

• Establishes the Homeless Housing, Assistance, and Prevention Program providing $650,000,000 in grants to cities, counties, and continuums of care to address homelessness through housing, services, and prevention efforts.

• Creates enforcement mechanisms for housing element compliance including court-ordered fines ($10,000-$100,000 per month) deposited into the Building Homes and Jobs Trust Fund when jurisdictions fail to bring housing elements into substantial compliance.

• Authorizes Low Barrier Navigation Centers as a use by right in mixed-use and multifamily zones until January 1, 2027, exempting them from conditional use permits and streamlining approval processes.

• Establishes the Local Government Planning Support Grants Program allocating $250,000,000 to regional entities and jurisdictions for planning assistance and infrastructure to facilitate housing production and comply with regional housing needs assessments.

• Provides $500,000,000 continuously appropriated to finance low and moderate income housing through the California Housing Finance Agency and expands tax credit programs and housing assistance programs including increased low-income housing tax credits of $500,000,000 annually beginning in 2020.
