Expands definitions of eligible entities in California housing programs to include Native American tribes and tribally designated housing entities, allowing them to participate in programs previously limited to cities, counties, and nonprofits.

Requires the Department of Housing and Community Development to provide technical assistance to tribal housing authorities and establishes this as the G. David Singleton California Indian Assistance Program.

Authorizes the department to modify or waive state financing requirements for tribal housing developments when tribal law, governance, or legal structure would otherwise cause violations or conflicts.

Extends eligibility for tribal entities to multiple housing programs including the Building Homes and Jobs Trust Fund, Joe Serna Jr. Farmworker Housing Grant Program, Predevelopment Loan Program, CalHome Program, Housing Rehabilitation Loan Fund, and Local Housing Trust Fund Matching Grant Program.

Adds tribal entities as eligible applicants for the Infill Incentive Grant Program of 2007, with exemptions from certain housing element compliance requirements that apply to non-tribal governments.
