• Mandates community care facilities serving adults to create comprehensive emergency and disaster plans with staff training upon hire and annually thereafter, quarterly drills varying by emergency type, and annual plan reviews with updates.

• Requires residential care facilities for persons with chronic life-threatening illness to maintain emergency and disaster plans with similar requirements to adult facilities, including evacuation chairs at each stairwell by July 1, 2020, and available keys to all resident units, vehicles, and exits.
