Requires the State Air Resources Board to develop a funding plan for the Clean Vehicle Rebate Project to support deployment of 5,000,000 zero-emission vehicles in California by December 2030.

Establishes a starting rebate level not to exceed $7,500 per vehicle for battery electric vehicles and hydrogen fuel cell vehicles, with rebates gradually reducing to zero as vehicle deployment increases.

Requires the Department of Finance to specify a funding plan to maintain funding levels for any programs impacted by the rebate structure.

Prohibits the funding plan from including moneys recovered from ratepayers by electrical or gas corporations, new vehicle emission-based fees, or penalties and surcharges on vehicles or manufacturers.

Requires the State Air Resources Board to submit the proposed funding plan and rebate structure to the Legislature for review.
