Authorizes Imperial County to implement a demonstration project expanding the definition of "residence district" for speed limit purposes to include any highway portion with at least 13 separate dwelling houses or business structures collectively located on both sides of the property within one-quarter mile.

Limits the expanded residence district definition to unincorporated portions of Imperial County within 35 air miles of a foreign border.

Establishes that the residence district speed limit becomes effective when appropriate signs giving notice of the applicable speed limit are erected along the street or road.

Requires the Legislature to find that a special statute is necessary for Imperial County due to unique speed limit requirement circumstances in the southern portion of the county.
