Approves labor agreements and addenda for State Bargaining Units 12 and 13, and conforming statutory changes for State Bargaining Units 2, 5, 7, 8, 9, 10, 16, 18, and 19, with provisions only becoming effective upon specific legislative appropriation.

Extends State Bargaining Unit 5 memorandum of understanding expiration date from June 30, 2023, to July 3, 2024, and creates continuous appropriations for employee compensation if budget acts are not enacted by specified dates through fiscal year 2024-25.

Adjusts Public Employees' Retirement System (PERS) normal contribution rates for various bargaining units effective July 1, 2022-2023, including reducing rates for Unit 2 members and implementing cost-sharing adjustments tied to actuarially determined normal costs.

Suspends employee contributions for prefunding retiree health care for multiple bargaining units during 2020-21 and 2021-22 fiscal years while maintaining employer contributions, with restoration contingent on state budget availability and Director of Finance determination.

Appropriates $5,913,000 for fiscal year 2020-21 to augment state employee compensation across bargaining units 2, 5, 7, 8, 10, 12, 13, 16, and 19 from general funds and special funds.
